Chapter 4 – London’s Economy

The policies in this chapter are designed to support development and growth of London’s diverse economy over the years to 2031 and enable it to:

  • contribute to the prosperity of the UK, and
  • provide Londoners with the goods, services and job opportunities they will need.

This chapter complements the Mayor’s draft Economic Development Strategy and deals with the needs of different sectors of the economy and their workspace requirements. It also offers a policy base for innovation, with support for new and emerging economic sectors and a ‘connected’ economy. Ensuring all Londoners can share in their city’s success is a key priority, and this chapter deals with the contribution planning policy can make to improving opportunities for all Londoners by:

  • supporting London’s economic success and employment growth, with policies on increasing investment
  • identifying the best locations for development and regeneration, with policy on offices, mixed use development, and managing industrial land and premises
  • supporting London’s visitor infrastructure
  • supporting and enhancing arts, culture and entertainment provision
  • supporting a successful and diverse retail sector (including support for small shops)
  • sustaining town centres, and
  • supporting new and emerging economic sectors, driving London’s transition to a low-carbon economy, and
  • encouraging a connected economy.

The policies aim to ensure London is the most competitive business environment in the world, and give all a chance to share in the capital’s economic success.
