Chapter 3 – London’s People

To make sure the plan helps the planning system secure equal life chances for all in London, the policies in this chapter aim to:

help deliver more high quality homes for Londoners that meet a range of needs
assist with reducing health inequalities
support social infrastructure provision such as health, education and sports facilities, and
promote genuinely sustainable neighbourhoods.

There is a new and integrated approach to housing and social infrastructure with:

more emphasis given to quality and space � optimising rather than maximising housing density, and with new internal space standards for all tenures
percentage targets for affordable housing scrapped in favour of numerical targets being agreed with every borough
more emphasis on housing choice, with support for private rented and student housing
measures to ensure all children and young people have access to play and informal recreation
a distinctive London approach to accommodation for Gypsies and Travellers, and
stronger support for social infrastructure, especially health, education and sports provision.
