Chapter 3 – London’s People

To make sure the plan helps the planning system secure equal life chances for all in London, the policies in this chapter aim to:

  • help deliver more high quality homes for Londoners that meet a range of needs
  • assist with reducing health inequalities
  • support social infrastructure provision such as health, education and sports facilities, and
  • promote genuinely sustainable neighbourhoods.

There is a new and integrated approach to housing and social infrastructure with:

  • more emphasis given to quality and space – optimising rather than maximising housing density, and with new internal space standards for all tenures
  • percentage targets for affordable housing scrapped in favour of numerical targets being agreed with every borough
  • more emphasis on housing choice, with support for private rented and student housing
  • measures to ensure all children and young people have access to play and informal recreation
  • a distinctive London approach to accommodation for Gypsies and Travellers, and
  • stronger support for social infrastructure, especially health, education and sports provision.
