Chapter 1 – Context and strategy

The draft replacement London Plan has been prepared against the background of:

  • a growing and changing population for London over the plan period (to 2031) – with increased proportions of the young and elderly, and more households
  • continued structural change in London’s economy, with more business and service sector jobs
  • persistent problems of poverty and disadvantage
  • a changing climate
  • a need for better social and physical infrastructure, and
  • consistent demands for improvements to people’s quality of life.

The Mayor’s response is a vision from now to 2031 and beyond that London should:

‘…Excel among global cities – expanding opportunities for all its people and enterprises, achieving the highest environmental standards and quality of life and leading the world in its approach to tackling the urban challenges of the twenty first century, particularly that of climate change’.

Achieving this will mean ensuring London capitalises upon the energy, dynamism and diversity of the city and its people; embraces change while promoting its heritage, neighbourhoods and identity; and values responsibility, compassion and citizenship.
