Minor alterations to the consultation draft Replacement London Plan
Gypsies and Travellers (including Travelling Show People) and Aggregates

On 13 September 2010 the Mayor launched a six week public consultation on Minor Alterations to the consultation draft Replacement London Plan.  These deal with policy on provision for Gypsies and Travellers (including Travelling Show People), and revised targetsfor aggregates.

The Mayor has already sought to implement the previous government’s top down, targets based approach to provision for the travelling communities on two occasions, through the draft Replacement London Plan and a subsequent minor Alteration. Consultation responses to these showed that there was a danger of the targets being seen as an end in themselves rather than achieving what really matters - getting provision in place and properly integrated with the wider community. The Mayor therefore has welcomed the new approach proposed by the Coalition Government based on its 'localism agenda'. This will allow what is essentially a small scale element of housing need to be addressed in the most effective way: by the agencies best equipped to tackle it - the Boroughs - in the light of their local circumstances and of national policy requirements. The main contribution the Mayor can make at pan London level is to ensure that his London Plan supports this local process.

Revocation of the previous government’s regional strategies and their associated targets has also provided the Mayor with an opportunity to put the figures for winning aggregates in the already densely developed London environment on a more realistic basis.

In line with statutory requirements, a supplementary Integrated Impact Assessment (IIA) is being carried out on these Minor Alterations as part of the wider Assessment of the draft Replacement London Plan as a whole.

How to respond

Responses should be made in writing, referencing your comments to the relevant paragraph or table in sections 2 and 3 of the Minor Alterations document.

  • by email to mayor@london.gov.uk with ’Replacement London Plan (minor alteration 3)’ in the title.  If you send in a response by email it is not necessary to also send us a hard copy.

All responses (emails and letters) must be received by 5:00 pm on Monday 25 October.  Please note that all responses will be made available for public inspection.

The Examination in Public will reconvene on 7 and 8 December 2010 to consider responses to these Minor Alterations.
