Government Opportunity (GO) Excellence in Public Procurement Award 2009

The Greater London Authority Group was presented with a highly commended award in the Sustainability and Social Procurement category, following outstanding innovation in applying sustainability principles to a number of key projects as part of the Responsible Procurement Programme.

Grahame Steed, Managing Editor of GO magazine, congratulated the Greater London Authority Group on their award and celebrated the success of the day: "Congratulations must go to the Greater London Authority Group and their first entry and all those who were recognised for their achievements."

Richard Barnes, the Deputy Mayor of London was delighted to hear the news and has contacted the individual Directors of Procurement within the GLA Group family to express the importance of the Responsible Procurement agenda: "This activity is vital in delivering the Mayor’s commitments to London and I expect us to maintain our momentum as we increasingly look to bring our local government partners along with us to deliver value for London."

The prestigious GO Awards ceremony was held on Thursday 4 June 2009 at the Institution of Civil Engineers in London, also featured high-profile speakers Chairman of the Audit Commission Michael O’Higgins and Chief Executive of the Office of Government Commerce (OGC), Nigel Smith.

Strategy update

Electric Vehicles (EVs) - Delivery Plan
Published in May 2009 the delivery plan sets out a high level plan for making London the electric vehicle capital of Europe. The EV Delivery Plan is one of several strands of the Mayor’s strategy to decarbonise transport and improve air quality in London. The plan includes a number of commitments related to procurement which all the FBs are currently scoping to take forward.  These commitments include:

  1. Develop a joint procurement plan across the GLA Group family to convert  1000 of the GLA Group’s fleet to electric  by 2015 A comprehensive procurement plan will be in place by December 2009.
  2. Review existing fleet contracts to identify opportunities to increase the number of EVs.
  3. Work with existing GLA Group suppliers and review supplier contracts to increase the use of low carbon vehicles.
  4. Work with boroughs and central Government to encourage uptake of EVs in their fleets

London Living Wage 2009 Report

Published on 22 May 2009, the report announced the new LLW rate of £7.60 per hour for 2009.  Alongside details of how LLW is calculated the report also highlights the GLA Group’s progress in implementation.

The GLA Group group has confirmed that all GLA Group employees working full time on GLA Group premises are paid at least the LLW. More than 2,200 low-paid workers across London had their wages uplifted as a result of GLA Group implementation.

Economic Development Strategy

Published in May 2009 'Rising to the Challenge' sets out proposals for the Mayor’s Economic Development Strategy for building London’s economic future. The document highlights the Mayor’s commitments in delivering over 1,000 apprenticeship places through GLA Group each year, promoting the London Living Wage and ensuring major projects deliver skills and employment benefits for Londoners. The document is a consultation paper for the GLA Group and the London Assembly. The final strategy is due to be published in 2010.

News from the MPS

MPS turning responsible procurement strategy into operational reality
The MPS has further enhanced its Supply Chain Management practice by the creation of new team led by Michael Burt. Key roles include; Governance Manager, Frank Wright, eProcurement Manager, Antti Satama and a Supplier Diversity & Environmental Manager, Fay Davis. One of the team’s key objectives is to ensure responsible procurement is embedded into procurement and supply chain strategies, policies and e-enabled systems.

Fay will be the first point of contact on RP for the MPS and her primary objective is to ensure the MPS is driving forward the agenda. Fay will lead on the development, promotion and implementation on best practice policies, procedures and processes in the area of supplier sustainability and the environment across MPS procurement and the supply chain. She is an active member of the GLA Group Responsible Procurement Working Group.

Events

LCSG Annual Conference
The LCSG is a local authority purchasing consortium comprising representatives from across London’s public sectors including the London Boroughs. With over 300 members, the group was established over 3 decades ago with the aims to provide cost savings and efficiency through collaboration in procurement and joint contracting.

Over 215 delegates attended the LCSG Annual Conference and Exhibition on 24th June.  The Central Responsible Procurement Team had a joint exhibition with CompeteFor.  Leon Clarke, Head of Olympic Business Legacy, LDA presented the benefits of implementing Responsible Procurement and the use of CompeteFor, which was well received and generated interest from the attendees.

Coming Up...

New Mayor of London RP Progress Report
The upcoming report, to be published soon, provides an account of the progress of the GLA Group in delivering Responsible Procurement. It follows on from the first formal report on progress issued in February 2008 ('Mayor of London's Responsible Procurement Report') and the recent benchmarking report , 'Getting Value for London', published in April 2009.

As well as case studies from each organisations of the GLA Group family, the report includes measures taken by the group to successfully integrate environmental considerations into procurement activities; details of supplier engagement to promote the use of CompeteFor and progress of our efforts to pay SME suppliers within 10 days.
