Supplementary Planning Guidance

The Mayor produces Supplementary Planning Guidance (SPG) documents to provide further detail on particular policies in the London Plan.

Supplementary guidance can be useful where:

  • the level of detail is inappropriate for a development plan, for example development briefs, design guides and master plans for areas of intensive change
  • there is a need for an urgent policy response to an emerging issue.

Supplementary guidance is used to support statutory development plans, not as an alternative. It cannot be used to make new policies. Statements made in supplementary guidance carry less weight than those in the development plan in determining planning applications and appeals but may be considerations.

The London Plan provides the framework for the Mayor to produce more detailed strategic guidance on issues that cannot be addressed in sufficient detail in the plan. To provide detailed advice on its policies, Supplementary Planning Guidance (SPG) and Best Practice Guidance (BPG) documents are produced. They are initially published in draft for consultation.

We are currently reviewing the publication schedule for new and revised SPGs, BPGs and other London Plan documents. Planning for a Better London sets out the Mayor's approach to planning issues and the key areas he will address in the London Plan.
