London’s plans
The London Resilience Partnership has various plans and protocols showing how we would deal with the impacts of different incidents. We test these plans during multi-agency exercises and update them with any lessons identified. Plans are reviewed and updated following major incidents.

Strategic Emergency Plan
The Strategic Emergency Plan details the structures we have in place to plan for emergencies and gives an overview of the different plans we have available to use when responding to an emergency.
This plan is currently being updated to reflect the transfer of the London Resilience function to the GLA in 2011 – a new version will be available shortly.
Command and Control Protocol
The Command and Control Protocol outlines how we coordinate the strategic response of the partnership to a major emergency.
LESLP Manual
The London Emergency Services Liaison Panel (LESLP) consists of representatives of the emergency services, local authorities and other responding organisations. The major incident manual summarises the roles and responsibilities of the emergency services when responding to a major incident in London.
London Recovery Management Protocol
Recovery is the process of rebuilding, restoring and rehabilitating a community following an emergency. This protocol outlines how we would coordinate the recovery from a major emergency affecting London. For more information, see our page on recovering from emergencies in London .
London Strategic Flood Framework
The London Strategic Flood Framework has information for local responders to assist in decision making and planning for a flood incident. This regional framework sits alongside local multi-agency flood plans developed for each of the London boroughs.
London Regional Resilience Flu Pandemic Response Plan
The London Regional Resilience Flu Pandemic Response Plan supports the multi-agency preparation and response to an outbreak of pandemic flu.
This plan is currently being updated to reflect new national guidance – a new version will be available shortly.
London Humanitarian Assistance Plan
The needs of people affected by major emergencies are individual and varied, and change significantly over time. The London Humanitarian Assistance Plan outlines how organisations in the capital will work together to support those affected by major emergencies, with a particular focus on psychosocial support.
London Mass Casualty Framework
The London Mass Casualty Framework provides a framework for emergency planners, practitioners and their managers in all partner agencies to help in managing the response to an incident involving many casualties.
London Mass Fatalities Plan
The London Mass Fatality Plan sets out how London will respond to an incident involving many human fatalities.
