We are committed to supporting the deployment of decentralised energy in London in order to develop a more sustainable, secure, cost-effective and low to zero carbon energy supply in the capital. The Mayor has set a target to supply a quarter of London’s energy from decentralised sources by 2025.
Energy supply
This will achieve an annual CO2 reduction of 3.5 million tonnes, representing a tenfold increase in generating capacity and requiring £5-7 billion of investment.
Delivering low carbon energy for London
In 2009, the Mayor, with London First and the London Development Agency launched Powering ahead - Delivering low carbon energy for London. This prospectus supports the expansion of the decentralised energy market in London. It recognises the roles that the public and private sectors have to play in delivering the Mayor’s target and it explores the opportunities for investment.
More recently, the Mayor developed a comprehensive evidence base of the technical and deployment potential of renewable and decentralised energy potential in London and developed a roadmap, building on the Powering ahead report, to show how the Mayor’s target can be achieved.
The Mayor is committed to working with London boroughs and partners in the private sector to develop opportunities for decentralised energy. The London Heat Map, which helps identify decentralised energy opportunities, is central to this.
Decentralised Energy for London programme
Set-up with €3.3m funding, 90% of which was secured from the European Investment Bank’s ELENA facility, the Mayor’s Decentralised Energy for London programme will provide London boroughs and other project sponsors with technical, financial and commercial assistance to develop and bring decentralised energy projects to market.
The Decentralised Energy for London programme represents the next logical step in the Mayor’s vision to accelerate decentralised energy uptake: providing assistance for commercialisation of larger decentralised energy projects. The programme will predominantly look at district heating schemes supplied from combined heat and power (CHP) and sources of waste heat. It aims to facilitate over £95m of decentralised energy projects before summer 2014.
A key part of the agenda for the Decentralised Energy for London programme is to create the right framework for the efficient delivery of networks which are able to interconnect. A number of projects receiving support under the programme have raised similar queries over technical design of district networks. As such, we are seeking to establish standardised guidance for the delivery of projects and for their operational phase by producing the London District Energy Manual for developers, network designers and energy producers.
We have produced a document to announce the scope, intention and topics considered for the London District Energy Manual. We are also inviting you to provide your comments during the period 19th December 2011 to 3rd February 2012.
