Question and Answer session with the Mayor's Office for Policing and Crime and the Deputy Commissioner of Police of the Metropolis

The Committee is recommended to:

 

(a)   Note as background to the question and answer session with the Interim Chief Executive of MOPAC and the Deputy Commissioner of Police of the Metropolis the monthly report from MOPAC attached at Appendix 1 to the report; and

 

(b)  Note the answers given by the Interim Chief Executive of MOPAC and the Deputy Commissioner of Police of the Metropolis to the questions asked by Members.

Minutes:

4.1  The Committee received the report from the Executive Director of Secretariat.

 

4.2  The following guests attended the meeting to answer the Committee’s questions about the work of the Mayor’s Office for Policing and Crime and the MPS:

 

·  Andrew Morley, Interim Chief Executive, Mayor’s Office for Policing and Crime; and

·  Craig Mackay, Deputy Commissioner for the Metropolitan Police.

 

4.3  A transcript of the discussion is attached at Appendix 1.

 

4.4  During the discussion, the Interim Chief Executive of the Mayor’s Office for Policing and Crime committed to write to the Committee:

 

(a)  To detail exactly what crime type data is to be made public on the Datastore, noting that the Committee were of the view that MOPAC should publicise all crime type data received from the MPS, not just that relating to the 7 ‘key targets’ they had set in their 20-20-20 Change Programme.

 

(b)  To clarify MOPAC’s commitment to improving sanction detection rates from 2 in 10 to 3 in 10, as the 20-20-20 Change Programme does not currently list this as a target;

 

(c)  To share the Mayor’s response to recent representations from the Refugee and Migrant Forum of East London relating to Operation Terminus;

 

(d)  To provide the Committee with details of the key risks to be considered by MOPAC’s Audit Committee in terms of MPS internal fraud and police accountability;

 

(e)  To provide the Committee with an update as to any use by MOPAC of corporate credit cards and to share with the Committee the DARA Review on the issues around dealing with internal fraud which was concluded in May 2012 and reported to the joint MOPAC/MPS audit panel in June 2012; and

 

(f)  To clarify the position on when the Committee will receive iterative drafts of the Policing and Crime Plan for consultation purposes.

 

4.5  The Deputy Commissioner for the Metropolitan Police also agreed to:

 

(a)  Look into the reason why serious youth violence statistics were no longer provided as part of the Weekly Performance Scorecard for boroughs and, if possible, have that data reintroduced;

 

(b)  Provide the Committee with details of the MPS internal targets;

 

(c)  Provide the Committee with details regarding the compulsory early morning start times for MPS officers working with the Joint Prosecution Service;

 

(d)  Provide, if possible, data of thefts from persons broken down by venue (such as ‘private event’, ‘licensed premises’, etc);

 

(e)  Provide the Committee with the results of any community impact assessments undertaken and details of those consulted on Operation Terminus;

 

(f)  Provide the Committee with details of credit card useage by MPS officers not reconciled within the current average of 37 days;

 

(g)  To provide an update for the Committee on whether MPS use of forensic science has declined since the closure of the Forensic Science Service; and

 

(h)  Provide the Committee with a response to criticisms of Operation Gemini, including an assessment of whether the operation was an appropriate use of resources.

 

4.6  The Deputy Commissioner also stated that he was happy for the Committee to liaise directly with the MPS in order to acquire further information to support its report on Victim Care and confirmed his agreement to direct communication where necessary between the Committee and the MPS as a commitment going forward.   

 

4.7  Resolved:

 

(a)  That the report and the discussion with the Interim Chief Executive of the Mayor’s Office for Policing and Crime and the Deputy Commissioner of Police for the Metropolitan Police be noted; and

 

(b)  That the Chair writes to the Interim Chief Executive of the Mayor’s Office for Policing and Crime and the Deputy Commissioner of Police for the Metropolitan Police to request the information outlined in paragraphs 4.4 and 4.5 above.
