The Committee is recommended to note the report and put questions to representatives of the Mayor’s Office, Transport for London, the RAC Foundation, the Road Haulage Association and the London Borough of Islington.

Minutes:

6.1  The Committee received the report of the Executive Director of Secretariat as background to putting questions to the following representatives from the Mayor’s Office, Transport for London (TfL), the RAC Foundation, the Road Haulage Association and the London Borough of Islington:

·  Garrett Emmerson, Chief Operating Officer, London Streets;

·  Mike Keegan, Transport Strategy Manager, TfL Planning;

·  Kulveer Ranger, Mayoral Advisor on Transport;

·  Professor Stephen Glaister, Director, RAC Foundation;

·  John Howells, London and South East Director, Road Haulage Association; and

·  Eric Manners, Head of Policy and Programmes, Islington Council.

6.2  During the course of the discussion the Committee identified some areas where it would be helpful to receive additional information. These included: potential carbon savings arising from reductions in traffic congestion, the potential use of SCOOT (TfL's automatic traffic control system) to assist pedestrian traffic, and evidence of modal shift arising from Smarter Travel pilot schemes.

6.3  A transcript of the discussion is attached as Appendix 2.

6.4  Resolved:
