Planning Code of Conduct and Planning Protocols - Annual Review

The Committee is recommended to:

 

(a)   Note the content of the report; and

 

(b)   Agree to recommend to the Head of Paid Service (for staff appointed under Section 67 (2) of the GLA Act, as amended) and the Mayor (for staff appointed under Section 67 (1) of the GLA Act) and the Mayor and Assembly acting jointly (for the statutory officers) that the Planning Code and Protocols be amended, as set out in section 4 of the report. 

Minutes:

6.1   The Committee received the report of the Executive Director, Development and Environment.

 

6.2  The proposed changes to the Planning Code of Conduct and Planning Protocols were noted.

 

6.3  Members of the Committee had previously requested that officers examine whether it would be possible to publish the documents specified at paragraph 7.32 of the Planning Code more quickly than the ten working day target. In response, it was explained that, whilst this was possible in respect of documents such as the weekly list of applications and local development framework documents, it was not possible for all documents, in particular planning decisions, as the publication process was time consuming and resource intensive.

 

6.4  Noting this, it was requested that officers examine the possibility of ensuring that a list of planning decisions be published more quickly and the accompanying documentation then be published at a later date, within the ten day target.

 

6.5  Members also reiterated their previous suggestion that staff be referred to by job title within the Code and protocols, to avoid the need for frequent updates.

 

6.6  Resolved:

 

(a)  That the report be noted; and

 

(b)  That, subject to the comments made and recorded above, it be recommended to the Head of Paid Service (for staff appointed under Section 67 (2) of the GLA Act, as amended) and the Mayor (for staff appointed under Section 67 (1) of the GLA Act) and the Mayor and Assembly acting jointly (for the statutory officers) that the Planning Code and Protocols be amended, as set out in section 4 of the report.
