5.

Minute's Silence in Remembrance of the Victims of the Charlie Hebdo Atrocity in Paris

Minutes:

5.1  The Chair stated, that, before the Committee considered the other agenda items, she wanted to record the Committee’s concern about the attack on free speech and democracy arising from the atrocity committed at the office of the magazine, Charlie Hebdo, that had taken place in Paris on 7 January 2015.  She expressed the Committee’s condolences to all the family and friends of the murdered people.  She added that the Committee wished to express its solidarity with London’s sister city, Paris. The Chair urged Londoners to be vigilant and to report any concerns to and co-operate with the Police and security services.

 

5.2  The Committee observed a minute’s silence in remembrance of the victims of the Charlie Hebdo atrocity.

6.1  The Committee received the report of the Executive Director of Secretariat, as background to putting questions to the invited guests on youth reoffending and resettlement.

 

6.2  The Chair welcomed the following guests for the first part of the question and answer session on youth reoffending and resettlement:

·  Dr Tim Bateman, Reader in Youth Justice, University of Bedfordshire;

·  Dr Alex Newbury, Senior Lecturer, Brighton Business School;

·  Graham Robb, Youth Justice and Education consultant; and

·  Lisa Harvey-Messina, Head of London Business Area, Youth Justice Board. 

6.3  A transcript of the discussion is attached at Appendix 1.

 

6.4  During the discussion Lisa Harvey-Messina undertook to provide the Committee with some general information about reoffending rates and a breakdown of reoffending rates at borough level.

 

6.5  The Chair stated that she would write to the invited guests to seek their views on what role the Mayor should have in the youth justice system and what additional actions the Mayor should take in the future.  The Chair also invited the guests to write with any comments they might have about Project Daedalus and the Heron Unit or any other aspects of youth reoffending and resettlement.

7.3  Tony Arbour AM drew the Committee’s attention to the fact that the GLA Conservatives Members on the Committee were not convinced about recommendation 3, in respect of the Mayor’s Office for Policing and Crime opening up a dialogue with Government around the feasibility of implementing a law change in future if the MPS were unable to recruit more Black and Minority Ethnic officers in the next two years, as the GLA Conservatives Members were not certain that the experience in Northern Ireland could be replicated in London.  The Chair noted that the report had stated that there was not unanimous support on the Committee for that recommendation.
