Apologies for Absence and Chair's Announcements

To receive any apologies for absence and any announcements from the Chair.

1.1  No apologies for absence were received.

The Committee is recommended to:

 

(a)  Note the list of memberships of functional bodies and London Borough Councils and as disclosable pecuniary interests, as set out in the table at Item 2;

 

(b)  Declare any disclosable pecuniary interests in specific items listed on the agenda; and

 

(c)  Additionally declare any interests which they consider to be prejudicial(noting the advice from the GLA’s Monitoring Officer set out in the report).

Date of Next Meeting

The next meeting of the Committee is scheduled for 19 July 2012 at 10.00am in the Chamber, City Hall.

Minutes:

4.1  The Chair varied the order of business in order that Item 4 – ‘Update on the Territorial Policing Development Plan’ – be considered after all other items of business to be conducted had been dealt with.  The order was varied to allow time for the Deputy Mayor for Policing and Crime to arrive who would be answering questions from the Committee under Item 4.

 

4.2  It was noted that the next meeting of the Committee would be held on 19 July 2012 at 10.00am in the Chamber at City Hall.

5.

Any Other Business the Chair Considers Urgent

Minutes:

5.1  The Committee confirmed that, in terms of who will formally exercise the powers attributed to the role of Chair if for any reason the Chair is absent, Jenny Jones AM would exercise those powers up until 25 November 2012 and that Caroline Pigeon AM would exercise those powers for the period from 26 November 2012 until the end of the current Assembly Year.

The Committee is recommended to note the report as background and put questions to representatives of the Metropolitan Police Service and Mayor’s Office for Policing and Crime on the Territorial Policing Development Programme.

6.1  The Committee received the report from the Executive Director of Secretariat.

 

6.2  The following guests attended the meeting to answer the Committee’s questions about the update on the Territorial Policing Development Plan: 

·  Stephen Greenhalgh, Deputy Mayor for Policing and Crime;

·  Assistant Commissioner Simon Byrne, Metropolitan Police Service; and

·  Deputy Assistant Commissioner Steve Kavanagh, Metropolitan Police Service.

 

6.3  A transcript of the discussion is attached at Appendix 1.

 

6.4  During discussion, the Committee requested the following information –

 

·  that Assistant Commissioner Byrne provides further details on the 2000 officers being added to the Safer Neighbourhood teams; and details of redundancies that have taken place or are due to take place and how they were being managed by the MPS in conjunction with staff associations;

 

·  that the Public Access Review, undertaken by the Metropolitan Police Service, be provided to Members of the Committee. Deputy Assistant Commissioner Kavanagh provided assurances that the Review would be circulated to members of the committee in due course.

 

·  that the Deputy Mayor for Policing and Crime provide further information to Members of the Committee on the Territorial Policing Review and Estates Review, once available.
