To Ratify the Calling of the Meeting in Accordance with Paragraph 1.8 of the Authority's Standing Orders

The Chair has agreed that this meeting be called as a matter of urgency in order to consider whether to hold a Confirmation Hearing for the Mayor's proposed appointment of Councillor Stephen Greenhalgh to the office of Deputy Mayor for Policing and Crime in accordance with Section 60A and Schedule 4A to the GLA Act 1999. 

 

Under s100B(4)(b) of the Local Government Act 1972 (as amended), the Chair has agreed that this item should be considered as a matter of urgency, noting that under the provisions of Schedule 4A to the GLA Act 1999 the Committee has 3 weeks from the receipt of the Mayor’s notification of the proposed appointment within which to hold a Confirmation Hearing and to provide a recommendation or decision arising from that Hearing to the Mayor.

 

The Committee is asked to ratify this decision and proceed with the meeting.

 

Minutes:

1.1  Under s100B(4)(b) of the Local Government Act 1972 (as amended), the Chair agreed that this item should be considered as a matter of urgency, noting that under the provisions of Schedule 4A to the GLA Act 1999 the Committee has 3 weeks from the receipt of the Mayor’s notification of the proposed appointment within which to hold a Confirmation Hearing and to provide a recommendation or decision arising from that Hearing to the Mayor.

Apologies for Absence and Chair's Announcements

2.1  Apologies for absence were received on behalf of Victoria Borwick AM and Jennette Arnold AM OBE, for whom John Biggs attended as a substitute.

The Committee is recommended to:

 

(a)  Note the list of memberships of functional bodies and London Borough Councils, as set out in the table at Item 2;

 

(b)  Note the gifts and hospitality received by Members, as set out on the Authority’s gifts and hospitality register; and

 

(c)  Declare any other personal or personal prejudicial interests in specific items listed on the agenda over and above those items listed in the table at Item 2 and including any interests arising from gifts or hospitality received within the previous three years or from the date of election to the London Assembly, whichever is the later, which are not at the time of this meeting reflected on the Authority’s register of gifts and hospitality.

The Committee is asked to note the following terms of reference for the Committee, agreed by the London Assembly at its meeting on 11 May 2012

 

1.

To review and make a report or recommendation on the draft police and crime plan, or draft variation, given to the Assembly by the Mayor’s Office for Policing and Crime.

2.

To review, put questions to the Mayor’s Office for Policing and Crime at a public meeting, and make a report or recommendation (as necessary) on the Mayor’s Office for Policing and Crime’s Annual Report.

3.

To keep under review the exercise of the functions of the Mayor’s Office for Policing and Crime.

4.

To investigate, and prepare reports, as necessary, about:

·  any actions and decisions of the Mayor’s Office for Policing and Crime;

·  any actions and decisions of the Deputy Mayor for Policing and Crime;

·  any actions and decisions of a member of staff of the Mayor’s Office for Policing and Crime;

·  matters relating to the functions of the Mayor’s Office for Policing and Crime;

·  matters in relation to which the functions of the Mayor’s Office for Policing and Crime are exercisable; or

That the Committee notes the Terms of Reference for the Committee, agreed by the London Assembly at its meeting on 11 May 2012, which are as follows:

Notification of the Proposed Appointment of the Deputy Mayor for Policing and Crime pdf icon PDF 71 KB

That the Committee decides:

 

(a)  Whether to hold a confirmation hearing for the proposed appointment of Stephen Greenhalgh to the office of Deputy Mayor for Policing and Crime; and

 

(b)  Subject to (a) above, whether to request that Stephen Greenhalgh  provides, in advance of the meeting, an updated CV and any other information in relation to the proposed appointment to the position.
