Local Implementation Plans

Each London borough is required to produce a Local Implementation Plan (LIP).

This is a statutory document required by the GLA Act 1999, which sets out how the borough plans to finance and improve transport locally in a manner that is consistent and adequate for implementation of the Mayor's Transport Strategy.

Each borough now has a LIP that has been approved by the Mayor. The LIPS are intended to deliver aspects of the current Mayor’s Transport Strategy, which runs from 2001 to 2010/11. Boroughs produce Annual Progress Reports (APR), which are evaluated by the Mayor and Transport for London (TfL).

Boroughs receive annual financial allocations from TfL to help finance their LIP. The level of annual mainstream LIP funding likely to be available from TfL each year to London boroughs as a whole is set out in the TfL five-year Investment Programme. Financial allocations for walking and cycling were increased in 2007/8.
