The Mayor has made it clear that one of his top priorities is tackling the transport crisis facing our city. The Mayor published his Transport Strategy July 2001.

Transport Strategy Revisions
The Mayor published the first revision to his Transport Strategy August 2004. It sets out the policy framework within which proposals for a western extension to the congestion charge zone were taken forward.
The second revision to the Mayor’s Transport Strategy was published July 2006. The Transport and Air Quality Strategies set out the policy framework within which proposals for the London Low Emission Zone (LEZ) can be taken forward.
Transport Strategy Implementation Targets
The GLA Act 1999 allows the Mayor to set targets for the implementation of any of his statutory strategies. Some targets were set in the Mayor's Transport Strategy (MTS), published in 2001. These included targets for reducing traffic growth (MTS p.215) and for road safety (MTS p.207). Further targets were agreed in mid-2004, and are summarised in the document below.
Subsequently, additional and revised targets for transport improvements have been set (including more ambitious targets for road safety, approved in 2006). As this implies, all targets are kept under review to provide a clear indication to TfL and the London boroughs as to the outcomes the Mayor expects them to achieve. Updates regarding the current set of targets will be published periodically.

TfL investment programme
On 12 October 2004 the Mayor announced proposals for a £10 billion, five-year investment programme to give London a 21st century transport system.

Your views
The Mayor asked Londoners for their opinions on his transport plans for London. The draft strategy document - the Mayor's Transport Strategy: Draft for Public Consultation - was sent to around 1,500 organisations and stakeholders including the 33 London boroughs, 73 London MPs and MEPs, and around 1,400 other organisations including libraries. In addition, a leaflet was delivered to households in London informing members of the public that they could telephone a dedicated free phone line to request a copy of a 24 page summary document - Highlights of The Mayor's Draft Transport Strategy - or the full Draft Strategy. Both the summary and the questionnaire were also made available via this website. The consultation period on the Draft Transport Strategy ended on 30 March 2001.
