In line with government guidance, the London Plan strongly encourages intensified, high quality, mixed use development in appropriate locations. This will be especially important in meeting London’s housing as well as other land use needs.

There are particular challenges in applying these principles to encourage development and re-development of supermarkets and their car parks in ways which will both enhance London’s retail offer as well as increase housing provision. It is a relatively new form of development and requires innovative and imaginative approaches to realise potential opportunities.
