Land Availability Assessments (SHLAA). The GLA, Government Office for
London and, for SHMA, London Councils, have worked together to produce
guidance for boroughs on addressing these requirements. Improving Londoners’ Access to Nature The London Plan (Consilidated with Alterations since 2004) states that boroughs should identify deficiency areas in access to nature and the opportunities for addressing them. This London Plan Implementation Report provides non-statutory advice that demonstrates how this policy aim can be achieved. It provides guidance on ways to improve access to nature and lists priority opportunities to address areas of deficiency. Improving Londoners’ Access to Nature PDF Review of the impact of the energy policies in the London Plan on applications referred to the Mayor (Phase 2) This study, carried out by London South Bank University, reviews the environmental impact, in terms of reduced energy use and carbon emissions, of the London Plan energy policies on applications referred to the Mayor. It also reviews the impact of the current assessment process and methodologies. The study shows that, in general, the Mayor’s policies have been highly successful in reducing expected energy consumption and CO2 emissions in new developments. There has been strong upward trend in cumulative CO2 savings representing around a 26 per cent saving of CO2 and with the average renewable energy contribution routinely exceeding 10 per cent after mid-2005. PDF Comparison Goods Floorspace Need in London Comparison Goods Floorspace Need in London Industrial and warehouse land This study is designed to inform the way in which broad strategic policy is interpreted locally. It is a key input to the Mayor's Supplementary Planning Guidance (SPG) on Industrial Capacity and his forthcoming Sub Regional Development Frameworks and draft SPG on Housing Provision. It provides a detailed assessment of the sorts of firms which ocuppy industrial land and what their requirements may be in the future. Though conventional manufacturing is declining, there are a range of other occupiers, some of which have distinct land requirements.Warehouseing/logistics, traditionally one of the cinderella sectors of the London economy, is particularly important in this respect. The study confirms the 50 ha pa benchmark for monitoring long term, net release of industrial land. This was proposed at the London Plan Examination in Public. The study also confirms that within this overall reduction in industrial stock there is likely to be demand for re-development of some 50 ha pa to meet changing industrial needs. It flags the emergence of 'green shoots' in the market. It relates market sentiment and take up of new and second hand space to availability of new and second hand space and the various elements of the development pipeline. It then goes on to assess the longer term issues facing the market, especially the prospects for that in the suburbs. It also covers 'off-shoring', civil service decentralisation, mixed use development, changes of use and changes in the way in which office space is utilised. Circular 1/2000 requires an independent appraisal to be carried out as an iterative process. Entec UK was commissioned to undertake this work and has published a report on the sustainability appraisal of the draft London Plan. To help in the preparation of the London Plan, a number of research projects has been commissioned and their findings published as Spatial Development Strategy Technical Reports.
