London Plan Annual Monitoring Report 4
February 2008

The fourth Annual Monitoring Report reports on a landmark year for planning in London. Housing delivery is substantially up to over 31,000 additional units, surpassing not only the original London Plan taget but also the new target of 30,500 set in the alterations to the London Plan. Substantial progress has been made at several key development locations and in bringing forward the transport infrastructure required to underpin the London Plan. The London Plan itself has been reviewed and altered and as from April 2008 the Mayor will have new planning powers. The impacts of these will be reported in AMR 5 to be published in February 2009.

The third London Plan Annual Monitoring Report again shows that the London Plan is helping the Mayor and London Boroughs to deliver the sustainable growth that London requires. The report shows how increased housing delivery, densities and high levels of brownfield development are delivering new development across London. The shift towards more sustainable transport modes has continued and figures also show a reduction in CO2 emissions since 1990.

The second London Plan Annual Monitoring Report shows how the London Plan is proving successful on a number of fronts including increasing housing delivery across the city, raising development densities, increasing designated open space and increasing the proportion of development on brownfield land. It also raises a number of issues to be considered through the forthcoming London Plan Review to ensure that strategic planning continues to respond to London's needs.
