Early Alterations to the London Plan's housing provision targets, and waste and minerals policies

Alterations to the London Plan on housing provision targets, waste and minerals were published on 20 December 2006. These are now formally part of the published London Plan.

The draft Early Alterations were considered by an Examination in Public in June 2006.

The EiP Panel report was received by the Mayor and published in September 2006.

In April 2006 Delivering Increased Housing Output was published to support the Mayor’s housing provision Alterations to the London Plan.

Background: Draft Early Alterations to housing provision targets, waste and minerals

The Mayor in the London Plan

  • stated that he would undertake a new housing capacity study to identify capacity to increase housing output above the London Plan target of 23,000 a year from all sources.
  • recognised that further guidance on planning for waste and minerals was necessary, and
  • undertook to update the London Plan with early alterations to the Plan's housing provision targets, and to its waste and minerals policies.

These draft Early Alterations were published in October 2005 for a three month period of public consultation, ending on 20 January 2006.

Following the completion of the 2004 London Housing Capacity Study, the Mayor proposed draft early alterations to the London Plan housing provision targets for London and individual boroughs (Policies 3A.1 and 3A.2). These alterations proposed a new borough target of 31,090 homes a year from all sources, together with individual borough targets. The draft alterations also proposed minor changes to the London Plan text, which supports policies 3A.1 and 3A.2.

The housing provision targets alterations were based on the 2004 London Housing Capacity Study

For waste, the draft early alterations identified the number and type of new or enhanced recycling and recovery facilities required and the opportunities for their broad location.

The planning for waste alterations were based upon the study 'Recycling and Recovery Facilities: Sites Investigation in London'. The study, undertaken on behalf of the GLA by Land Use Consultants and SLR, evaluated the adequacy of London's existing strategically important waste management and disposal facilities to meet London's future needs for all waste streams, and identified the potential to locate new recycling and recovery facilities in London.

For minerals, the draft early alterations document gave further guidance on the safeguarding of London's resource of land won aggregates.

Sustainability Appraisal

The Mayor also commissioned and published an independent Sustainability Appraisal of the draft Early Alterations.

    Formal consultation on the proposed alterations

    Invitations to participate, attend Preliminary Meeting and submit further representations (by deadline 25 April) issued by Examination in Public Panel Secretariat
