Development Plan Policies for Biodiversity

Best Practice Guidance
November 2005

The Mayor’s London Plan recognises the valuable contribution that biodiversity plays in providing a good quality environment that makes London an attractive place to live, work and visit. This Best Practice Guidance (BPG) will assist boroughs with the preparation of planning policy for biodiversity in their development plans by setting out the topic areas that should be covered.

The BPG has been prepared under paragraph 3.258 of the London Plan, which states:
'The Mayor expects the biodiversity and natural heritage of London to be conserved and enhanced for the benefit of this and future generations. He will assist boroughs in doing this with advice on UDP policies for biodiversity.'

The BPG also fulfils proposal 10 of the Mayor’s Biodiversity Strategy, which states that
'the Mayor will produce model policies for biodiversity conservation to assist London borough councils with this aspect of their Unitary Development Plans.'

A public consultation on the draft version of this BPG was undertaken between 29 October 2004 and 21 January 2005. Amendments were made to the final version of the BPG in response to the comments received and updates have been included to ensure that it is consistent with revised national policy in Planning Policy Statement 9, Biodiversity and Geological Conservation.

The guidance is not intended to be prescriptive. It provides suggested wording for each topic area, which is intended to guide the development of policy at the borough level. The suggested wording is not expected or required to be copied.
