1 in 4 : the London Domestic Violence Strategy

In November 2001 the Mayor launched '1 in 4 : the London Domestic Violence Strategy'. The full strategy may be downloaded using the links below. A second edition of the strategy was published in November 2005.

The strategy sets out a vision for effectively addressing the issue of domestic violence and details the specific steps that will be taken to achieve this. Its objective is to create consistent quality responses across London and for agencies to work together in collaboration to address domestic violence more effectively. It contains a number of recommendations for key stakeholders as well as other relevant organisations. The strategy's main aims are:

  • increasing safe choices for women and children
  • holding individual abusers accountable for their behaviour
  • undermining tolerance of domestic violence and challenging inaction by either individuals or organisations
  • providing children and young people with the knowledge and skills required to build relationships based on respect and mutual understanding, with shared power and a commitment to non-violence.

The London Domestic Violence Strategy is the first citywide response to the problem and has been developed in partnership with the Association of London Government, the Metropolitan Police Service and a wide range of other organisations dealing with the issue.

The Mayor has allocated funding in his budget for the monitoring, development and implementation of these proposals and to facilitate the development of the proposals for other statutory and voluntary bodies.

Consultation
The publication of the initial documents was followed by a consultation period, which closed in September 2001. Individuals and organisations were invited to send in their comments on the proposals. In particular, key agencies were asked to consider and make decisions about what contributions they could commit to the development of a strategy. All the responses received were reviewed and fed into the process of producing the strategy.
