Waterloo Opportunity Area Planning Framework

This framework has been prepared in the context of the London Plan policies for the Opportunity Areas. These were identified on the basis that they are capable of accommodating substantial new jobs or homes, therefore their potential should be maximised. The framework has been produced by consultants on behalf of a steering group of the GLA, Lambeth Council, Network Rail, TfL and LDA.

The framework sets out a new vision for Waterloo: ‘To give Waterloo a new 'City Square' to create a radically improved public space; to improve permeability to and within the area and provide new development principally in the area around and above Waterloo Station.’

Objectives are set out for meeting the vision including

  • removing general traffic from Waterloo Road and giving priority to pedestrians, cyclists and public transport
  • redeveloping and redefining Waterloo Station so that it becomes a new centre for the area
  • supporting the world class cultural quarter
  • maximising development potential
  • preserving and enhancing the key features of each of Waterloo's character areas

The framework also profiles Waterloo and sets out transport and movement issues as well as providing a tall buildings strategy and guidance on energy. The framework concludes with next steps and implementation.
