2004 London Housing Capacity Study

London is currently experiencing rapid population and employment growth which is generating a significant increase in households. London also has a shortage of housing to meet the current demand from existing households.

The 2004 London Housing Capacity Study, published in July 2005, responds to this and provides a comprehensive technical analysis of London’s potential for future housing growth over the period 2004 to 2027. It replaces the 1999 housing capacity study, published in September 2000.

This study will inform the first alterations to the London Plan in 2005, and is in line with London Plan commitments and GOL Circular 1/2000 which requires the Mayor to update the current London Plan target of 23,000 homes a year, and set out how this will be distributed amongst the boroughs by establishing new annual targets.
