Moving towards equality for Disabled and Deaf Londoners

The GLA's Disability Equality Scheme (DES) explains how the GLA will promote equality for disabled and Deaf Londoners. It was published in January 2005. Since then two progress reports, measuring what action has been taken and what still needs to be done, have been published. These documents are available for download below.

Second progress report

The second DES progress report was published in March 2006, to coincide with the Mayor's Disability Capital conference. It assesses what action has been taken and what still needs to be done.

First progress report and action plan

The GLA's DES action plan explains how the GLA will promote equality for disabled and Deaf Londoners. The GLA's aim is to make sure equality for disabled and Deaf people is at the centre of our work when we make a policy or strategy, provide a service, or employ people.

Disability Equality Scheme

Front cover of Disability Equality SchemeThe GLA's Disability Equality Scheme explains in one document how the GLA will make sure that it promotes equality for disabled and Deaf people and challenges discrimination against them. The GLA's aim is to make sure equality for disabled and Deaf people is at the centre of our work when we make a policy or strategy, provide a service, or employ people.

The DES aims to:

  • explain how the GLA will promote equality for disabled and deaf people.
  • challenge discrimination against disabled and deaf people.
  • help remove barriers for all Disabled and Deaf people.
  • address issues for people with physical and sensory impairments, Deaf people, people with learning difficulties, survivors of the mental health system and people who use mental health services, people with hidden impairments and people living with HIV/AIDS.

It is in three sections.

  • The first section summarises the results of the Disability Capital survey of Disabled and Deaf Londoners undertaken between August 2003 and February 2004.
  • The second brings together in one place the work programme intended to move towards equality for Disabled and Deaf Londoners and includes more detail from the survey. This section summarises significant ongoing action and future plans designed to progress towards an inclusive and accessible city.
  • The third section is a detailed action plan setting out the work programme for the organisation to progress Disability and Deaf equality. This plan is linked directly to the GLA's business plan for 2004-2007. It is the GLA's intention to review and develop this action plan on an annual basis.

The draft DES was published for consultation in 2004, and the final DES was published in January 2005.
