Report of the West End Central Retail Area Planning and Development Commission

The West End Central Retail Area Planning and Development Commission was convened at the request of the Mayor of London to develop policy options for the West End to inform the revision of the London Plan and other mayoral strategies. The Commission's membership included representatives of property owners and retailers in the area, experts on planning, property and transport issues and officers from the boroughs covering the area. It was chaired by Ian Henderson.

In May 2006 an interim report setting out emerging conclusions was submitted to the Mayor, and was discussed with a number of key stakeholders. The Commission's final report was published in November 2006.

The Commission concluded that urgent action is needed to sustain and develop this area’s unique offer as a retail centre, while addressing its current key negatives: congestion and crowding (pedestrian and road traffic), environmental quality (including fumes and pollution, litter and dirt) and the range and choice of shops.
