London Plan Early Alterations EiP (2006)

An Examination in Public of the draft Early Alterations to the London Plan - which relate to housing provision targets, waste and minerals - took place from 13 to 27 June 2006.

The Panel presented their report to the Mayor and sent it to the Secretary of State on 1 September 2006. The Mayor published it on 19 September 2006, and it is available to download below.

Summary of the EiP

In October 2005 the Mayor published for public consultation his draft Alterations to the London Plan on housing provision targets and waste and minerals.

The purpose of the Examination was to test the soundness of the Draft Early Alterations. The Panel considered the 108 public representations received and selected the issues for debate after consultation with the Government Office for London (GOL) and the Mayor. Participants were selected from those making representations, and others, in order to reflect the broad balance of opinions and to ensure a wide range of expertise and experience would be available at the Examination. A draft list of matters and participants was published for consultation.  The Panel published a final list on 13 April 2006 after taking into account formal comment from respondents, GOL and the Mayor.

Please note that the housing section of the draft Early Alterations is different from that originally published for public consultation. At the Panel’s request, the GLA met with boroughs that in their original representations objected to or expressed concern about their housing targets. Following these meetings, the GLA revised the text of the Draft Alterations to the housing policies, including the borough housing target table and the overall housing capacity target, and also provided a table disaggregating the borough housing targets.
