The Panel is issuing Panel Notes in advance of each session. They will be sent to each participant, usually by email, and made available on this website.

The debate at the EiP will focus on supplementary questions contained in these Panel Notes aimed at refining the key points arising under each Matter and illustrating how the Panel intends to structure the discussion.

They will set the context for each matter, outline issues arising the responses and written submissions, and give the approach to the debate for that session.
