The Mayor's Annual
Equalities Report, written to sit alongside the The
Mayor's Annual Report,
sets out how the GLA has promoted equality for Londoners over the past
year through its equalities framework, and looks at how we assess the
impact of our strategies, policies and procedures on London's diverse
communities. A summary report will also be made available.
The Mayor has a statutory responsibility under Section 33 of the GLA
Act to produce an Annual Report that sets out the arrangements which
have been put in place during the year to promote equality of opportunity
and assesses how effective those arrangements have been.

The Search for Common Ground is a major new study looking into the portrayal of Muslims by the UK national media. Commissioned by the Mayor, and produced by nine independent authors the report looks at the way in which the national press has reported on Muslims and Islam during the year 2006.

This document sets out the Mayor's response to the government's Discrimination
Law Review Green Paper, 'A Framework for Fairness'. The consultation
follows from a manifesto commitment to introduce a Single Equality Act
to ensure anti-discrimination and equality law is more comprehensive
in the protection it offers, is levelled upwards from the most effective
models and is properly enforced. The Mayor calls for a range of improvements
and these are set out in the response. The written response followed
a major programme of consultation undertaken by the Mayor to discuss the problems of current law, the ways in which legislation and enforcement needed to change, and to seek the views of a broad cross section of London communities.

This piece of research was commissioned to examine the diversity performance of the construction industry in London. Black, Asian and Minority Ethnic people, women and disabled people are under-represented in the industry, and this report examines the reasons for this, identifies the business case for diversity in the sector, and looks at what could be done to improve diversity.

The Equalities Framework is a guide to the work of the Greater London Authority in promoting equal opportunities, challenging discrimination and celebrating diversity in London. It aims to give GLA staff and members information and guidance on plans, policies and procedures for achieving this, and to provide specific information that may help others to promote equality for all Londoners.

- Regeneration in London’s Black and Minority Ethnic Communities December 2006
In 2005, the GLA commissioned research to investigate the extent to which public expenditure for regeneration and renewal programmes systematically targets BAME communities in London. This report was compiled by the Centre for Economic and Social Inclusion and the Black Training and Enterprise Group. The research was undertaken because so many black and Asian communities have felt excluded from the regeneration process. The report makes an important contribution to the debate on how to ensure that regeneration outcomes are equitable.

The purpose of the Greater London Authority Sexual Orientation Equality Scheme (SOES) is to outline in one document the methods the GLA uses now, and will use in the future, to ensure it promotes LGB equality and challenges discrimination and prejudice on the basis of sexual orientation.

The Gender Equality Scheme (GES) 2007-10 is the GLA's second GES. It outlines the inequalities women face in London, what the GLA managed to achieve in tackling gender inequality under its first scheme and the GLA's priorities, methods and policies to promote equality between men and women and challenge discrimination on the basis of gender. It also contains the Gender Equality Action Plan for 2007-8 and ongoing actions.

- Muslims in London October 2006
The Mayor commissioned this report with the objective of bringing together in one volume the information available on the Muslim communities of London. The report draws on a range of data including the 2001 Census to illustrate the diversity of London's Muslim communities and barriers faced by Muslims in everyday life. It makes recommendations for work by the Mayor, Government, Boroughs and public bodies including the MPS and LDA to improve monitoring and research, investigate direct and indirect discrimination and improve the representation of Muslims in local, regional and national government.

'Towards joined up lives' is a qualitative research study commissioned by the Mayor on the experiences of disabled Londoners. Following the social model of disability, it sets out to capture the views and experiences of disabled Londoners themselves and describes the barriers they face in their homes, in employment and in post-16 education. A CD-ROM containing the document in alternative formats is also available.

This report was presented by the Mayor at the second London Older Peoples
Assembly held at City Hall on 13 October 2003. The completed final report
will be published in 2004. This research shows that after taking into
account the capitals high housing costs more than a quarter of
Londons pensioners live in a household with a below poverty
line income, rising to a third for pensioners living in inner
London.

Leading London's equality agenda is one of the Mayor's eleven key priorities.
In his Foreword to this report, the Mayor says: 'I want to lead the
equalities agenda in London and achieve significant improvement in access
to employment and services for groups who experience discrimination.'
This report outlines work already undertaken by the core GLA in this
area and more importantly sets out the Mayor's objectives and targets
in taking forward the equalities agenda for the GLA.

The Mayor's Equalities Policy Commission was set up as part of the
Mayor’s consultation and
policy development exercise in developing his rolling programme for
London. Equalities was selected as a vital cross-cutting area because
the GLA Act 1999 specifies that the Mayor and the Assembly have
a duty to make appropriate arrangements with regard to the principle
that there should be equality of opportunity for all people irrespective
of their race, sex, disability, age, sexual orientation or religion.
The Commission, chaired by Lee Jasper, the Mayor's Senior Policy
Adviser on equalities, held three meetings during September and October
2000. This short report sets out recommendations of the Commission
under four main headings - Equalities Statement, the GLA's Equalities
Agenda, Performance Indicators, the Future.

London is a city of great ethnic diversity. More than one in three of London's
residents belong to an ethnic minority group. This report explores the differences
between ethnic groups in London. It looks at a range of characteristics from
country of birth to housing, from health to employment, from age to migration.
This is done through the wealth of data from the 1991 Census, including data
unique to London's local authorities, providing a snapshot of the capita's ethnic
diversity at the end of the 20th century. It also looks to the future and the
likely changes in the make up of London's population.
