GLA group

The GLA is part of the GLA group, which includes four other independent organisations that are responsible for policing, transport, fire & emergency planning and economic development in London. The Mayor sets the overall budgets for these organisations, but the day-to-day operations are separate from and independent of the GLA. The GLA group consists of:

  • Transport for London (TfL)
TfL deals with many of London’s transport services, including the congestion charge, the Underground, the buses, river services, trams, black cabs and minicab licensing, and many major roads.
If your complaint is related to transport, including the congestion charge, please send it to Transport for London or the London TravelWatch, a consumer body which deals with transport issues.
  • The Metropolitan Police Authority (MPA)
The MPA oversees the Metropolitan Police Service, which provides policing for London. For complaints about the Metropolitan Police Service please contact the MPA.
  • The London Fire & Emergency Planning Authority (LFEPA)
LFEPA oversees the London Fire Brigade and is in charge of supporting London Boroughs in their emergency planning role. For complaints about fire services or emergency planning in London please contact LFEPA.
  • The London Development Agency (LDA)
The LDA’s role is to promote the economic well being of London and to implement the Mayor’s Economic Development Strategy. For complaints about economic regeneration programmes, including the Totally London promotional programme, please contact the LDA.

Contact details for TfL, MPA, LFEPA and the LDA are listed on the GLA Group page.

London boroughs

We often receive complaints that we cannot deal with because they are about services which are provided by local boroughs, such as:

  • housing benefits
  • social services
  • education
  • refuse collection
  • leisure facilities.

If you are unsure about who is responsible for a particular service have a look on your local borough’s website or telephone the GLA’s Public Liaison Unit on 020 7983 4100.

View list of all London borough websites.
