If you have complained to the local authority and are still not satisfied with their response you can contact the local Government Ombudsman http://www.lgo.org.uk/ContactUs or you can call their advice team on 0300 061 0614 or 0845 602 1983.
The Local Government Ombudsman looks at complaints about councils and some other authorities, including education admissions appeal panels.
Parking and traffic enforcement
Transport for London has responsibility for 5% of the road network in London, the red routes: http://www.tfl.gov.uk/roadusers/finesandregulations/10185.aspx
For the remainder of roads, enforcement is solely a matter for the local authority concerned. You can appeal in the first instance to the authority.
If you are not happy with the authority's decision, you can then appeal to an independent parking adjudicator. It is for the parking adjudicator to decide how the law should be applied. The adjudicator's decision is binding on both you and the borough.
