The Mayor’s Rough Sleeping Commissioning Framework 2011-2015
The Mayor has committed to end rough sleeping in London by the end of 2012 by ensuring no one will live on the streets of London and no individual arriving on the streets will sleep out for a second night. To deliver this aim he established the London Delivery Board, bringing together key partners to identify timely, appropriate and sustainable solutions to rough sleeping in the capital.
In recognition of the Mayor’s and the London Delivery Board’s achievements to date, and as part of the localism agenda, the responsibility for commissioning pan-London rough sleeper services has been devolved to the GLA from central government. These are services for rough sleepers, or initiatives to tackle rough sleeping, that cannot or would not be provided at a London borough level as they are pan-London or multi-borough in their remit.
This draft document sets out a framework against which the Mayor will take forward the commissioning responsibilities for rough sleeping devolved to him from central government. It is being published for consultation in order to elicit the views of boroughs, voluntary sector providers and other key stakeholders about the priorities for commissioning over the period 2011-15. Londoners are also invited to respond.
