Climate Change Adaptation Strategy

I suggest reducing the speed limit within the M25 to 25 mph after dark and also reducing the amount of street lighting by half up to midnight and then switching off all street lighting except on main roads, between midnight and 1 hour before dawn.  People drive more carefully when they cant see so well!I would like to see stricter controls on commercial /advertising illuminated displays, such as shop windows, especially after shops close.I suggest introduction of taxes on all gas and electricity supplied to addresses within the M25 with the revenue being used to reduce council tax.  Reduced tax rates for those on very low incomes could be used.  Applicants for reduced tax rates would specify their address and the energy supplier would charge lower rate of tax for energy supplied to that address for 1 year period.  Exemptions would need to be nenewed annually.
