Cars & lorries cause a large percentage of CO2 emmissions and other pollutants, get the Police active in reomving and crushing all the un insured, untaxed, un roadworthy vehicles that use the roads. Sell the scrap and plough the money back in to traffic policing. There are a million illegal cars in Greter London, crush them & sell the scrap.
