1. Apologies for Absence and Chairman’s Announcements
To receive any apologies for absence and any announcements from the Chairman.
2. Declarations of Interests
To note membership of Functional Bodies and London Borough Councils and to declare any other personal or prejudicial interest in specific items of the agenda including interests arising from any gifts or hospitality received since 12 September 2007.
3. Terms of Reference
The Committee is recommended to note the following terms of reference of this Committee, as agreed by the Annual Meeting of the Assembly on 9 May 2008:
- To examine and report from time to time on
- the strategies, policies and actions of the Mayor and the Functional Bodies
- matters of importance to Greater London
as they relate to spatial development/planning and housing matters in London
- To examine and report to the Assembly from time to time on the Mayor’s Spatial Development Strategy (‘The London Plan’) and the Mayor’s Housing Strategy, particularly in respect of their implementation and revision
- When invited by the Mayor, to contribute to his consideration of major planning applications
- To monitor the Mayor’s exercise of his statutory powers in regard to major planning applications referred by the local planning authorities, and to report to the Assembly with any proposal for submission to the Mayor for the improvement of the process
- To review Local Development Documents submitted to the Mayor by the local planning authorities for consistency with his strategies overall, to prepare a response to the Mayor for consideration by the Assembly, and to monitor the Mayor’s decisions with regard to Local Development Documents
- To consider planning matters on request from another standing committee and report its opinion to that standing committee
- To take into account in its deliberations the cross cutting themes of: the health of persons in Greater London; the achievement of sustainable development in the United Kingdom; and the promotion of opportunity
- To respond on behalf of the Assembly to consultations and similar processes when within its terms of reference
- To consider, as necessary, strategic planning matters as set out in The Town and Country Planning (Mayor of London) Order 2008 and to make recommendations as appropriate. (The Assembly has no powers in relation to any individual planning applications)
4. Standing Delegations
The following is the current standing delegation of authority to the Chair of the Committee and individual Assembly Members as noted by the Annual Meeting of the Assembly on 9 May 2008.
The Committee is recommended to agree the following standing delegation to apply from 15 July 2008:
"That the Committee delegate a general authority to the Chair, following consultation with the other Members of the Committee, to respond on its behalf where it is consulted on issues by organisations and there is insufficient time to consider the consultation at a committee meeting."
5. Minutes
The Committee is recommended to note the minutes of the meeting of the Planning and Spatial Development Committee held on 12 March 2008.
6. Summary List of Actions
Report of the Executive Director of Secretariat
The Committee is recommended to note the outstanding actions arising from previous meetings of the Planning and Spatial Development Committee.
7. Mayor’s Planning and Housing Advisors
Report of the Executive Director of Secretariat
The Committee is recommended to note the report as background to discussing strategic planning and housing issues with the following senior advisors who have been recently appointed by the Mayor:
- Ian Clement, Deputy Mayor, Government Relations
- Sir Simon Milton, Mayor’s Senior Advisor on Planning, Housing and Sustainable Development
8. Committee Work Programme 2008/09
Report of the Executive Director of Secretariat
The Committee is recommended to:
- note the following scheduled dates for formal meetings in the 2008/09 Assembly Year:
- 15 July 2008
- 7 October 2008
- 4 November 2008
- 2 December 2008
- 3 February 2009
- 17 March 2009
- delegate authority to the Chair to agree, in consultation with other Members, further work detailing the work plan in the period prior to the next formal meeting on 7 October 2008
- agree that officers commence work in preparation for the 7 October meeting which will examine the issues surrounding the “credit crunch” and its likely impact on housing in London generally and on the implications for the Mayor’s forthcoming housing strategy
- agree that officers organise an informal meeting on 11 September at which a range of experts are invited to discuss with Members issues surrounding housing in London. This will provide a background to Committee work on the “credit crunch” and consideration of the Mayor’s housing strategy when it is published
9. Date of Next Meeting
The next scheduled formal meeting of the Committee is to be held on Tuesday 7 October 2008 at 10am.
