1. Apologies for Absence and Chair’s Announcements

To receive any apologies for absence and any announcements from the Chair.

2. Declarations of Interests

The Committee is recommended to:

  1. Note the list of memberships of functional bodies and London Borough Councils, as set out in the table at Item 2;
  2. Note the gifts and hospitality received by Members, as set out on the Authority’s gifts and hospitality register; and
  3. Declare any other personal or personal prejudicial interests in specific items listed on the agenda over and above those items listed in the table at Item 2 and including any interests arising from gifts or hospitality received since 12 September 2007 or, if elected after 12 September 2007, from the date of election to the London Assembly which are not at the time of this meeting reflected on the Authority’s register of gifts and hospitality.

3. Minutes

The Committee is recommended to approve the minutes of the meeting of the Committee held on 7 July 2009 as a correct record of that meeting, to be signed by the Chair.

4. Olympic Budget Shortfall
Report of the Executive Director of Secretariat

The Committee is recommended to note the report as background to hearing from and putting questions to Harvey McGrath, Chair of the London Development Agency (LDA), and Sir Peter Rogers, Chief Executive of the LDA, concerning the reported shortfall in the LDA Olympic budget.

5. Skills and Employment in London
Report of the Executive Director of Secretariat

The Committee is recommended to:

  1. Hear from and put questions to guests about skills provision for unemployed Londoners. The guests will include:
    • Harvey McGrath, Deputy Chair, London Skills and Employment Board
    • Stephen Evans, Director of Skills and Youth, LDA
    • Patrick Hughes, Director for London, Jobcentre Plus
    • Philippa Langton, Regional Skills Director, London Learning and Skills Council
    • Pamela Chesters, Mayoral Adviser on Health and Youth Opportunities
  2. Note the action taken by the Chair, in consultation with Members, to agree the Committee’s response to the London Skills and Employment Board’s draft revisions to the Employment and Skills Strategy.

6. Proposal to Examine the Role of the New Olympic Park Legacy Company
Report of the Executive Director of Secretariat

The Committee is recommended to:

  1. Agree to hold its next formal meeting on Wednesday 21 October 2009 at 3.00pm for a discussion with the Olympic Park Legacy Company’s Chair, Baroness Margaret Ford, and Chief Executive, Andrew Altman; and
  2. Agree the terms of reference for an investigation into the role of the Olympic Park Legacy Company as follows:
    • To review how, when, and by whom, decisions about the legacy uses of the 2012 Olympic and Paralympic Games venues are going to be made; and
    • To examine what lessons can be learnt from relevant previous projects.

7. Date of Next Meeting

The next scheduled meeting of the Committee is to be held on Wednesday 21 October 2009 at 3.00pm.
