1. Apologies for Absence and Chair’s Announcements

To receive any apologies for absence and any announcements from the Chair.

2. Declarations of Interests

The Committee is recommended to:

  1. Note the list of memberships of functional bodies and London Borough Councils, as set out in the table at Item 2;
  2. Note the gifts and hospitality received by Members, as set out on the Authority’s gifts and hospitality register; and
  3. Declare any other personal or personal prejudicial interests in specific items listed on the agenda over and above those items listed in the table at Item 2 and including any interests arising from gifts or hospitality received since 12 September 2007 or, if elected after 12 September 2007, from the date of election to the London Assembly which are not at the time of this meeting reflected on the Authority’s register of gifts and hospitality.

3. Minutes

The Committee is recommended to approve the minutes of the meetings of the Committee held on 20 May 2009 and 2 June 2009 as correct records of those meeting, to be signed by the Chair.

4. Summary List of Actions
Report of the Executive Director of Secretariat

The Committee is recommended to note the outstanding actions arising from previous meetings of the Committee.

5. Skills and Employment in London
Report of the Executive Director of Secretariat

The Committee is recommended to:

  1. Hear from and put questions to guests about skills provision for unemployed Londoners. The guests will include:
    • Sir David Freud, adviser to the Mayor on employment issues
    • Richard Woolhouse, Senior Economist, Centre for Cities
    • Stuart Fraser, Chair of London Councils’ Economic Development Forum
    • Professor Dan Finn, University of Portsmouth
  2. Notes the report, London’s Labour Market During the Recession, which was produced for the Committee by the Centre for Social and Economic Inclusion; and
  3. That authority be delegated to the Chair, in consultation with Members, to agree the Committee’s response to the London Skills and Employment Board’s draft revisions to the Employment and Skills Strategy.

6. Olympic Budget Shortfall
Report of the Executive Director of Secretariat

The Committee is recommended to note the report as background to hearing from and putting questions to Sir Peter Rogers, Chief Executive of the London Development Agency, concerning recent media reports about a shortfall of £60 million to £100 million in the LDA Olympic budget.

This item has been deferred to the meeting of the Committee at 2.00pm on Wednesday 29 July.

7. Support for Business Start-ups in London
Report of the Executive Director of Secretariat

The Committee is recommended to:

  • Agree the report, Credit crunched? Support for business start-ups in London; and
  • Note the report, Survey of Londoners who recently set up their own businesses.

8. London Tourism Action Plan
Report of the Executive Director of Secretariat

The Committee is recommended to note the Committee’s response to the draft London Tourism Action Plan 2009-2013.

9. A Lasting Legacy for London
Report of the Executive Director of Secretariat

The Committee is recommended to agree the report, Will there be a lasting legacy for London from the 2012 Games?

10. Work Programme 2009/10
Report of the Executive Director of Secretariat

The Committee is recommended to note its work programme for 2009/10.

11. Date of Next Meeting

The next scheduled meeting of the Committee is to be held on Tuesday 15 September 2009 at 10.00am.

12. Any Other Business the Chair Considers Urgent

The Mayor has written to the Chair of the Assembly to consult on an appointment to the Board of the London Development Agency. The Mayor has asked for written views by 8 July 2009. The Committee is therefore asked to consider the attached letter and biographical details for Anthony Browne and to agree that the Chair of the Committee respond to the Mayor on the Assembly’s behalf.
