1. Apologies for Absence and Chair’s Announcements
To receive any apologies for absence and any announcements from the Chair.
2. Declarations of Interests
The Committee is recommended to:
- Note the list of memberships of functional bodies and London Borough Councils, as set out in the table at Item 2;
- Note the gifts and hospitality received by Members, as set out on the Authority’s gifts and hospitality register; and
- Declare any other personal or personal prejudicial interests in specific items listed on the agenda over and above those items listed in the table at Item 2 and including any interests arising from gifts or hospitality received since 12 September 2007 or, if elected after 12 September 2007, from the date of election to the London Assembly which are not at the time of this meeting reflected on the Authority’s register of gifts and hospitality.
3. Minutes
The Sub-Committee is recommended to confirm the minutes of the meeting of the Budget Monitoring Sub-Committee held on 14 July 2009 to be signed by the Chairman as a correct record.
4. Summary List of Actions
Report of the Executive Director of Secretariat
The Sub-Committee is recommended to note the completed and outstanding actions arising from the previous meetings of the Committee, as listed in the report.
5. Quarter 1, 2009-10 GLA Group Monitoring Report
Report of the Executive Director of Resources
In accordance with the regular monitoring process, the four functional bodies [London Development Agency (LDA), London Fire and Emergency Planning Authority (LFEPA), Metropolitan Police Authority (MPA), Transport for London (TfL)] are required to submit to the GLA their quarterly reports on financial performance and performance indicators.
This report provides the Sub-Committee with details of the progress made by all of the four functional bodies. The intention is to focus specifically on the MPA and LFEPA, therefore representatives from these two bodies will be in attendance at the meeting to respond to the Sub-Committee’s questions.
The Sub-Committee is recommended to note the contents of this report and put questions to the Functional Body representatives.
6. GLA Budget and Strategic Plan Performance Monitoring Quarter One (1 April 2009 – 30 June 2009)
Report of the Executive Director of Resources
The Sub-Committee is recommended to note:
- The Authority’s financial position for the period 1 April 2009 to 30 June;
- The new performance management framework that will be in operation during 2009/10;
- The summary of the GLA’s performance against its Strategic Plan deliverables; and
- The corporate health performance indicators.
7. Mayor’s Decision Lists – 4 June to 30 September 2009

The Sub-Committee is recommended to discuss any issues arising in respect of the Mayor’s Decision Lists for the period 4 June to 30 September 2009 (previously made available as background papers to the relevant Mayor's Report to the Assembly), and to decide whether it wishes to refer any issues to the Budget and Performance Committee for detailed consideration.
8. Payments of Over £1,000 to Suppliers: 1 April 2009 to 30 September 2009

9. Date of Next Meeting
The next meeting of the Sub-Committee is scheduled for 3.30pm on Tuesday 9 February 2010.
