The Mayor's Carnival Review Group Report, published in April 2004, is a major evaluation of how Notting Hill Carnival is managed, financed, supported and perceived. In addition to addressing the public safety issues posed as a result of the Carnival's growth, it also reveals its significant cultural, social and economic impact and potential. The Mayor set up the Carnival Review Group as an independent group with the purpose of formulating guidelines to safeguard the future of the Carnival. The review was the most wide-ranging consultation process ever undertaken in the history of Carnival and the main issues to be addressed were:

  • Public safety and density of people
  • Carnival location and procession/route
  • Travel to and from Carnival
  • Police presence
  • Content of Carnival
  • Provision of facilities
  • Adequate communication and signage

One of the outcomes of the review was the implementation of an interim route change in 2002, running clockwise between Harrow Rd and Ladbroke Grove, via Ladbroke Gardens, Westbourne Grove, Chepstow Rd, Westbourne Park Rd and Great Western Road.

The review group published an interim report, outlining a number of recommendations to improve the safety of the event, in 2001:
