Despite having far greater solar exposure than most mainland Britain regions, London has the lowest uptake of solar panels and generating capacity of any region, with wide variations between London Boroughs even with similar housing stocks.

The Government published a Solar Photovoltaic (PV) Deployment Strategy and a Community Energy Strategy in 2014, setting out priority sectors alongside Ministerial exhortations to mobilise the mid-scale solar PV market.

The Greater London Authority is uniquely well-placed to provide a regional response to these national ambitions by co-ordinating and accelerating delivery of solar PV, ensuring that London and its communities get the maximum benefits and a proportionate share of available national and European funds.

In this publication, put through the 2015-16 budget process, Jenny Jones proposed that the GLA established a Solar PV Delivery Unit to co-ordinate this, analogous to the GLA’s Decentralised Energy Project Delivery Unit. It would work with the Solar PV industry and relevant stakeholders, to update the GLA’s assessment of PV deployment potential, and to then focus on a number of sectors that have been identified as priority areas by the Government, namely: schools, the GLA Group estate, and community energy.
